Staffers at the Rockdale County Board of Elections office sent this letter to board members Friday leading up to Monday's vote to appoint a chairman and nonpartisan member to the three-person panel. Staff members urged the Elections Board to keep Cary Bond as chairman in the letter which was read into the record. The board members voted 2-0 for former state court judge William Todd to be their new chairman.
