Officials also discuss rail, budget at retreat
CONYERS — A City Hall remodeling project was on the agenda as the Conyers mayor and City Council gathered to discuss city issues during the council’s annual retreat last weekend.

CONYERS — A City Hall remodeling project was on the agenda as the Conyers mayor and City Council gathered to discuss city issues during the council’s annual retreat last weekend.

Along with a revisit of the city’s vision from the mayor and council, city government staff members made presentations during the three-day workshop at Lake Lanier.

David Spann made the presentation of the City Hall complex remodel. Costs for the project, estimated at $75,000, would come from this year’s general fund.

City Manager Tony Lucas reinforced the need for the remodel, citing how the carpet had not been replaced since the late 1980s.

“It’s so outdated,” Lucas said of City Hall. “It looks horrible and that’s our gateway into the complex.”

Spann described issues with cracked asphalt in the parking lot and the need for striping the parking lot to help cars park correctly during busy court days. And Lucas discussed options to expand the parking lot, including possible land purchase of just over an acre of property directly behind court services off Highland Circle.

Lucas added that a recent study had identified the city’s property near Vaughn Street as “the spot” for a light rail station. And the city’s new Public Safety Director Gene Wilson identified the location as an ideal spot.

“With his experience with MARTA ... he said ‘My God, this is perfect’,” Lucas said. “He (Wilson) said this entire area would explode overnight.”

Finance and Administration Director Isabel Rogers presented the mid-year budget review.

“I think that we are going to be where we need to be,” Rogers said. “I feel like we’re in pretty good shape. Nothing out of the ordinary.”

The city’s projected revenue this year is $13.4 million and the expected expenditures are $13.3 million.

Councilman Marty Jones asked if there was anything in the budget that has the potential to be a concern.

Rogers mentioned the sharp decline in issuing building permits. She explained building permits have been a big source of revenue, bringing in $600,000 a year in the past.

“This year, I don’t know if we’ll make $100,000,” Rogers said.

I'd really like to know what the total cost was for the Lake Lanier retreat. I do not believe for a minute that this retreat could not have been held in-town. I don't care if the city had the money; it should be responsible with the money it has.
