There are people who are not responsisible on the road due to cell phone usage, but there are people who can manage it responsibly. Never the less I think there are more then enough laws already and it's none of any form of governments responsibility to tell us wether we can use our phones in the car or not; especially with all the new voice activated and bluetooth technologies we are developing by the second.
